SEOUL, South Korea -- North Korean leader Kim Jong Un toured the country’s key weapons factories, including those producing artillery systems and launch vehicles for nuclear-capable ballistic missiles, and pledged to speed up efforts to advance his military’s arms and war readiness, state media said Sunday.

Kim’s three-day inspections through Saturday came as the United States and South Korea prepared for their next round of combined military exercises planned for later this month to counter the growing North Korean threat.

Tensions on the Korean Peninsula are at their highest level in years as the pace of North Korea’s missile tests and the joint U.S.-South Korea military drills, which Kim portrays as invasion rehearsals, have both intensified in a tit-for-tat cycle.

Some experts say Kim’s tour of the weapons factories could also be related to possible military cooperation with Moscow that may involve North Korean supplies of artillery and other ammunition as Russian President Vladimir Putin reaches out to other countries for support in the war in Ukraine.

During a visit to an unspecified factory producing large-caliber artillery systems, Kim stressed the facility’s “important responsibility and duty” in further boosting his military’s “war preparations,” North Korea’s official Korean Central News Agency said.

Kim praised the factory’s efforts to employ “scientific and technological measures” to improve the quality of shells, reduce processing times for propellent tubes and increase manufacturing speed. He also urged the factory to move ahead with development and large-scale production of new kinds of ammunition, the KCNA said.

Kim echoed the message in visits to two other factories, calling the delivery of launcher trucks designed to transport and fire ballistic missiles “a top priority” for the military and urging for the “rapid expansion” of production of more reliable engines for cruise missiles and drones.

North Korean photos showed Kim walking past huge launcher trucks designed for intercontinental ballistic missiles which recent tests indicated they could potentially reach the U.S. mainland. Other photos showed Kim firing scoped rifles during a visit to a small arms factory where he said soldiers' firearms need to be modernized, according to KCNA.

In the face of deepening confrontations with Washington and Seoul, Kim has been trying boost the visibility of his partnerships with Moscow and Beijing as he tries to break out of diplomatic isolation and insert himself into a united front against the United States.

His tour of the weapons factories comes after a giant military parade last month in North Korea’s capital, Pyongyang, where Kim was joined by Russian Defense Minister Sergei Shoigu and a Chinese ruling party official while rolling out his most powerful missiles designed to target South Korea and the United States.

Shoigu’s presence at the July 27 parade, which came after Kim took him on a tour of a domestic arms exhibition, demonstrated North Korea’s support for Russia’s invasion of Ukraine and added to suspicions the North was willing to supply arms to Russia to support its war efforts.

Cheong Seong Chang, an analyst at South Korea’s Sejong Institute, said Kim’s visits to the factories likely had a dual goal of encouraging the modernization of domestically produced weapons and examining artillery and other supplies that can possibly be exported to Russia.

Kim’s comments at the artillery factory about improving the quality of shells and the need to develop new types of ammunition, which he described as key to the country’s “national defense economic work,” clearly communicate an intent for exports to Russia, Cheong said.

North Korea has been aligning with Russia over the war in Ukraine, insisting that the “hegemonic policy” of the U.S.-led West forced Moscow to take military action to protect its security interests. But Pyongyang has denied U.S. accusations that it has been providing arms to Russia to aid its fighting in Ukraine.

Cheong said Kim’s comments at the factory about making missile-launch trucks could indicate that the North is seeing some progress in increasing the production of those vehicles, which would possibly improve the operational range of its ballistic weapons designed to target neighboring rivals and the U.S. mainland.

KATHMANDU, Nepal -- A Norwegian who just became the fastest climber to scale all the world’s 14 highest mountains announced she was retiring from climbing high peaks on Saturday upon her return to Nepal.

Kristin Harila along with her Sherpa guide Tenjin were given a hero's welcome at the Kathmandu airport where hundreds including mountaineers, government officials and well-wishers gathered to welcome them back with cheers and flower garlands.

Harila and Tenjin scaled Mount K2 in Pakistan last week, thus concluding the climb of the 14th peak — that is more than 8000 meters (about 26,000 feet) — high in 92 days, shattering the previous record of 189 days.

“I don’t think I will try any eight-thousand meters for a while." Harila said. "I have done 28 eight-thousand meters in total so I think I have done my part.”

The 37-year-old climber began the mission of setting a new record in April by scaling Mount Shishapangma followed by other peaks in China as well as Nepal, including Mount Everest. She then moved on to Pakistan to complete her list of climbs.

This year was her second attempt to set the record of becoming the fastest climber of the 14 peaks.

Harila had initially begun her world record attempt in April 2022 with the aim of completing it by September. But she only managed 12 peaks after Chinese authorities restricted foreign travel to the country because of the coronavirus pandemic.

“I am going to do running in the mountains and have already signed up for a race,” she said of her immediate plans.

Harila said Mount K2, the last one on her list was the most difficult one to tackle. K2 is the second-highest peak in the world.

Harila said that weather conditions usually dictate how difficult a climb can be and this year they faced “very hard conditions on K2” because of “ very deep snow.”

The last record for the fastest climb of the 14 peaks was held by Nirmal Purja, a Nepal-born British citizen who scaled them in 189 days in 2019, beating the previous record of more than seven years set by a South Korean climber. Purja’s climbs were later adapted into a popular Netflix documentary, “14 Peaks: Nothing is Impossibble.

Venezuela Supreme Court Orders Restructuring of Country's Red Cross.

CARACAS (Reuters) - Venezuela's Supreme Court on Friday ordered a "broad and diverse restructuring" of the Venezuelan Red Cross and the dismissal of the president and members of the board of directors.

The ruling ordered the establishment of an ad hoc restructuring board for the Venezuelan Red Cross, to be chaired by Ricardo Cusanno, the former president of Venezuela's largest business association, Fedecamaras.

The activities of the Venezuelan Red Cross will continue, the court said. The court will work with the attorney general's office to prosecute the outgoing board, it added.

The managers of the Panama Canal said they expect income from the waterway to drop after authorities were forced to limit the number of ships passing through each to 32 due to a lack of rainfall.

Ricaurte Vásquez, the canal’s administrator, said Thursday that income in 2024 could drop by as much as $200 million because of the drought.

The canal implemented a measure Sunday capping the number of ships passing through its locks daily to a maximum of 32, compared to 36 to 38 under normal operation.

Not enough rain has fallen to feed the watershed system of rivers and brooks that fill lakes, whose waters in turn fill the locks.

The watershed also supplies freshwater to Panama City, home to about half the country’s population of 4 million.

The canal had expected to earn about $4.9 billion in fees next year before the measures were announced.

TEHRAN, Iran -- Iran's paramilitary Revolutionary Guard launched a surprise military drill Wednesday on disputed islands in the Persian Gulf, just as the U.S. military increase its presence in the region over recent ship seizures by Tehran.

The drill focused primarily on Abu Musa Island, though the Guard also landed forces on the Greater Tunb Island as well, Iran's state-run IRNA news agency reported. Ships, drones and missile units took part in the drill, the report said.

Iran did not provide a reason for launching the drill, though such snap exercises have happened in the past.

“We always try for security and tranquility; it is our way," the Guard’s chief, Gen. Hossein Salami, said in a televised address during the drill. "Our nation is vigilant, and it gives harsh responses to all threats, complicated seditions and secret scenarios and hostilities,”

However, the drill comes as thousands of Marines and sailors on both the amphibious assault ship USS Bataan and the USS Carter Hall, a landing ship, are on their way to the Persian Gulf. Already, the U.S. has sent A-10 Thunderbolt II warplanes, F-16 and F-35 fighters, as well as the destroyer USS Thomas Hudner, to the region.

The Pentagon has said the deployment is “in response to recent attempts by Iran to threaten the free flow of commerce in the Strait of Hormuz and its surrounding waters." Some 20% of the world’s oil passes through the narrow waterway connecting the Persian Gulf to the wider world and the U.S. views it as crucial to both its national security and keeping global energy prices stable.

Meanwhile, Iran now enriches uranium closer than ever to weapon-grade levels after the collapse of its 2015 nuclear deal with world powers.

The use of Abu Musa and Greater Tunb in the drill also provides another message to the region. Those two islands remain claimed by the United Arab Emirates, home to Abu Dhabi and Dubai. Iran's late shah seized the islands in 1971 just before the UAE became an independent country and Tehran has held the islands since. Lesser Tunb Island was also seized.

Seizing those islands reminds Iran's neighbors of its military might as Tehran's diplomats have been trying to convince Gulf Arab countries allied with the U.S. that “foreigners” aren't needed to secure the region.

Meanwhile, Iran has been trying to signal its displeasure over recent comments about the islands made by Russia, which Tehran has supplied with bomb-carrying drones for their war in Ukraine. Russia earlier this summer in a joint statement with the Gulf Cooperation Council called for “bilateral negotiations or the International Court of Justice" to decide who should control the islands. That prompted an outcry in Iran and Tehran summoned the Russian envoy over the remarks.
