IAEA chief will visit Japan’s tsunami-wrecked nuclear plant before radioactive water is released.

TOKYO (AP) — The U.N. nuclear chief is to visit Japan’s tsunami-wrecked nuclear power plant Wednesday after the agency affirmed the safety of a contentious plan to release treated radioactive water into the sea.

On his way to the Fukushima Daiichi plant, a highlight of his four-day Japan visit, International Atomic Energy Agency chief Rafael Mariano Grossi will join government and utility officials to hear the concerns of mayors and fishing association leaders and to assure them of the plan’s safety.

The IAEA, in its final report released Tuesday, concluded the plan to release the wastewater — which would be significantly diluted but still have some radioactivity — meets international standards and its environmental and health impact would be negligible.

But local fishing organizations have rejected the plan because they worry that their reputation will be damaged even if their catch isn’t contaminated. It is also opposed by groups in South Korea, China and some Pacific Island nations due to safety concerns and political reasons.

Fukushima’s fisheries association on June 30 adopted a resolution saying their rejection to the treated water discharge plan remains unchanged.

Grossi told a news conference Tuesday that the IAEA will continue to monitor and assess the release of the water, which will be done over decades. “I believe in transparency, I believe in open dialogue and I believe in the validity of the exercise we are carrying out,” he said.

The report is a “comprehensive, neutral, objective, scientifically sound evaluation,” Grossi said. “We are very confident about it.”

A massive earthquake and tsunami on March 11, 2011, destroyed the Fukushima Daiichi plant’s cooling systems, causing three reactors to melt and contaminating their cooling water, which has leaked continuously. The water is collected, treated and stored in about 1,000 tanks, which will reach their capacity in early 2024.

The government and the plant operator Tokyo Electric Power Company Holdings say the water must be removed to prevent any accidental leaks and make room for the plant’s decommissioning.

What Is Aneurysm?

What is an Aneurysm?

grandfather and child looking at mobile devices

An aneurysm occurs when part of an artery wall weakens, allowing it to abnormally balloon out or widen.

The causes of aneurysms are sometimes unknown. Some people are born with them. They can also be hereditary. Aortic disease or an injury may also cause an aneurysm.

A family history of aneurysm may increase your risk for developing an aneurysm. Other risk factors include high blood pressurehigh cholesterol and tobacco use.

Aneurysms can occur in any artery, but the most common are:

  • Aortic aneurysm occurs in the main artery carrying blood from the heart to the body.
  • Cerebral aneurysm occurs in an artery of the brain.
  • Popliteal artery aneurysm occurs in the artery behind the knee.
  • Mesenteric artery aneurysm occurs in the artery that supplies blood to the intestine.
  • Splenic artery aneurysm occurs in an artery of the spleen.

Learn more about the different types of aneurysms.

Symptoms and diagnosis

Aneurysms can develop over many years and often have no symptoms.

If an aneurysm expands quickly or ruptures, symptoms can vary based on the location and may develop suddenly. Depending on the site of the aneurysm, symptoms can include:

  • Headache
  • Pain in abdomen or back
  • Pulsating abdominal mass
  • Blue coloration (cyanosis) of lower extremities
  • Dizziness
  • Vision changes
  • Confusion
  • Fatigue
  • Hoarseness
  • Difficulty swallowing
  • High-pitched breathing sound
  • Swelling in the neck
  • Chest or upper back pain
  • Nausea and vomiting
  • Sense of impending doom
  • Shock (low blood pressure, rapid heart rate, clammy skin, decreased awareness)

Your doctor can use an angiogramCT scan or ultrasound test to diagnose an aneurysm.

Treatment and prevention

An aneurysm can become a medical emergency. Call your local emergency number and seek immediate medical attention if you or someone you know is having aneurysm signs and symptoms.

If you’ve been diagnosed with an unruptured aneurysm, work with your doctor to monitor any changes to the aneurysm. Your condition may require regular checkups depending on the aneurysm’s size and location.

Some aneurysms may require surgery to reinforce the artery wall with a stent. When the aneurysm has ballooned out the side of the blood vessel, a clip or coiling procedure may close off the area.

Lower your risk

To lower your risks for an aneurysm, maintain a healthy lifestyle throughout your life. Some steps include:

Texas teen missing for more than 8 years is found alive

Rudy Farias, now 25, was last seen in 2015 walking two dogs who returned to his Houston home without him.

He went missing as a Texas teenager more than eight years ago and turned up alive Saturday as a 25-year-old man for whom that time remained a mystery.

The Texas Center for the Missing said Saturday that Rudy Farias, of Houston, the subject of nationwide concern, has been "located safe" and is recovering in a hospital for reasons not mentioned.

He was last seen walking his two dogs on March 6, 2015, near his home, according to authorities. One dog, then the other returned home without their leashes, and Farias, then 18, was in the wind, they

Family members said he suffered from depression, particularly after he lost an older brother to a motorcycle accident years before.

"He watched his best friend die right in front of him," Brenda Paradise, a private investigator hired by the Farias family, said in April 2015. "His brother was his best friend in the world. He’s just gone through so much more than anyone his age ever should."

Houston police didn't suspect foul play, but friends and family were concerned nonetheless, particularly as time wore on.

"This family has been through so much," Paradise said in 2015. "Whatever happened, a mom needs answers about her son.”

It's not clear where he's been or why he left.

According to Russian journalists, on the day of the mutiny of the Wagner Private Military Company (PMC), Russian President Vladimir Putin was watching the Alye Parusa festival in St Petersburg from aboard a yacht of businessman Yuriy Kovalchuk.

Details: Mikhail Zygar, a political journalist and former editor-in-chief of the Dozhd TV channel, wrote in a column for The New York Times that Putin never misses a graduation party in his hometown, and this year was no exception, despite the situation with Yevgeny Prigozhin.

According to Zygar, on 24 June, Putin watched the Alye Parusa festival from aboard a yacht of his friend, businessman Yuriy Kovalchuk.

The journalist's sources call this the clearest evidence that the president of the Russian Federation is detached from reality.

"He still believes that he has everything under control and that Prigozhin's rebellion had no effect on the political situation. But he is wrong. [...] Many people I spoke to believe that Putin's system of government simply cannot last long", Zygar shared.

In a column for Dozhd, Taratuta reported, citing sources familiar with the situation, that a new yacht was presented to Putin on the holiday – instead of the Shaherezada, confiscated in Italy due to sanctions. According to sources, Kovalchuk personally prepared the gift.

"The yacht took three years to build, or even five – here, the versions differ. Only one thing is known for sure: it was gifted. Neither the war with Ukraine, nor Prigozhin's mutiny, nor the bombing of Rostov and Voronezh got in the way," says Taratuta.

Background: On 24 June, the day of the mutiny of Wagner Group fighters, Russian media outlet Vazhnye Istorii (Important Stories) citing FlightRadar data reported that Putin's special Il96-300PU (Control Point) aircraft departed Moscow for St Petersburg at 14:16 (Moscow time), but it disappeared from the tracking system over the Tver area.

At the same time, Ukrainian intelligence stated that Russian dictator Vladimir Putin left Moscow for his residence in Valdai. Meanwhile, Putin’s press secretary denied this and claimed that Russia’s president is "working in the Kremlin".
